This is a very interesting point. After 9/11 attack US consumers went in overdrive. Reasons? First you need to reward yourself for being alive. Second you shouldn't save as you may die soon from another attack.
Plus Greenspan lowered the rates.

Hard to believe that story, especially since "Millard" is so close to the French word for "Billion." If an American turned up in Paris named "Annie Billion" I would suspect a publicity hoax.
