Thanks for the clarification. I remember the situation on east coast beaches in the late '70s early to mid '80s required strict new laws. The first time I visited Sandy Hook NJ I had to throw away my tennis shoes they were so caked with sludge. I think it was a combination of oil and feces from the ships that passed on their way into NY harbor. They put a stop to that and obviously moved the boundaries further out to sea

My family used to vacation in Ocean City, NJ. The last time we took a family vacation there in 89, the water was literally black. It was really bad.
