If you raise the taxes without raising the pay outs you can make it structurally sound if you consider it in isolation. A real ponzi scheme can't do that. It has to intice people in to joining they can't be forced. Since people can be and are forced in to this qasi ponzi scheme, you don't have to increase the payouts when you increases the taxes.

Of course a big tax increase has a negative effect, its not just about making SS "structurally sound", you have to consider the overall impact of the change.
