Off the top of my head is there not something on the books for a refinery in MacMurray at some point? Or is it Redwater? So many billion dollar projects on the go one cannot keep up- literally.

The Shell Scottford plant is up and running with expansions planned I believe.

The Husky upgrader in Lloydminster is another source of refining.
"The Upgrader production of synthetic crude oil and diluent
per stream day is 43 percent higher than the design capacity due to continued debottlenecking programs."

A lot of the bitumen goes south via Hardisty? I think the bulk of the local condensate here goes to Hardisty to serve as a dilutent in the pipeline.
Perhaps the end users of the product would like the economic benefits of the new refinery? and hence have it in their backyard?
