I think that if oil sands production only replaced imports that would be fine, but N. American demand is rising, and we're talking about meeting that with oil sands production. If the imported oil has places to be refined (say oil from Mexico) then the oil sands producers still need to line up refiners. On top of that, heavy oil refining capacity is tighter than for light oil, so the situation is actually worse, as I understand it.
