Actually, the balance might be towards the Dims. Still, it would give a great deal of power towards one state(possibly five) that has some sympathy towards each other. The psychology is not so much East Texas vs. West, but Texas(with its generally Libetararian approach) vs. the rest of the country. We've had a long history of existing at the local level, English wasn't universal until the middle of the 20th century. My grandmother's native language was German, and her people came to this state in the 1820's.

Heck, I have cousins who live off of dirt roads. Texas is still rural enough that pavement on public roads isn't a given.
