If that's the case (and I don't think it is), then it's the fault of the doctors, not the health insurance system. The doctors should not recommend what a patient doesn't need. Of course, a mark of Republicanism these days is blaming individuals before blaming businesses... Poor businesses -- if only they were unregulated and left to exist in a truly "free" market, they would always work in ways that are positive for society! -Z
