My cousin who is a GP would be stunned at your accusation. I don't believe that MDs are that dishonest. Maybe some but hardly the majority. And without dishonest MDs, patients can't abuse the system.

They can, easily, even without dishonest doctors. There is very often a choice between spending next to nothing, spending a bit and spending a lot. The patient can generally push to make one choice or another, with no negative consequence to his bank account.

The doctors maybe under a bit of a pressure from HMOs, but their interest is in money continuing to flow to their pockets at ever increasing rate.
