It's the daily garb of older women in "the old country," e.g., Italy, where it's not a fashion choice, does not (as far as I can tell) convey authority or any other message other than that the wearer is an older woman. In New York, everybody wears black all the time. Been that way for years. Maybe started with the Bohemians. Basic black is considered classic. The Little Black Dress would be a cliche if it wasn't so essential. This trend has penetrated the more urban parts of the Northeast, e.g., in the DC metro area it's not at all uncommon to see people dressed in black on college campuses, Starbucks, etc. I dress in all black or mostly black a lot of the time, and so does my older son. But the further you get away from urban centers the less common it is. I remember when my brother was dating a woman from New York, and she'd come to Baton Rouge or New Orleans dressed in all black, I would find it jarring. Not any more, obviously. And then there are black suits. Once upon a time, powerful men didn't wear black, they wore charcoal grey. But men in black suits are hip these days. Maybe too hip for the upper echelons in politics, but very au courant in more creative industries, and women, of course, can be more fashionable than men in the same position. OK, so what is Dr. Rice saying when she dresses in black? In her case I think she is not saying "I am an older woman from the Old Country," nor is she saying, "I am a Bohemian urbanite", for her it is an authority color. She stands out in the sea of grey power suits that men wear, and red power dresses that women wear in Washington. I don't think it's sexy, per se, it just looks good on her and suits her. Being healthy and in shape may be sexually attractive but it's not intentionally sexy. But note -- Hillary Clinton frequently wears black, too, a black pants suit. Hillary doesn't show off her legs, but she is famously reputed to have dumpy legs and fat ankles. She hides her body behind her black pants suit. Dr. Rice doesn't hide her body. But I don't think she is flaunting her sexuality any more than a man flaunts his sexuality when he wears a suit with padded shoulders. There is a reason why the shorthand for people in charge is "the suits." Dr. Rice dresses like a female "suit."
