The government is what you see and blame. The culture is what creates the government that doesn't work. "Me against my brother, my brother and I against the family, the family......."

let me tell you a little about Africa. Specifically, the Nations of Cameroon, Nigeria, Gabon, Ghana, Sao Tome and Principe and Equatorial Guinea. These nations form the nexus of what is called the "Gulf of Guinea" nations.

Lots of untapped oil there.

You could select nearly any African government and overlay it on nearly any other African country and find a near 100% fit. The political problems are massive across the entire continent.
