another possibility, in a heavily rigged market like real estate where the bubble is actively supported by the government, is that they may move the goal posts, so that the nominal gains remain, even if they are backed out in real terms (i.e., dollar implosion swallows the real value of home price gains hook, line and sinker).

Bush sure is trying to move the goal posts as he keeps pushing this new ownership society to no end. That can only work if wages and rents move up dramatically without a big upward move in interest rates. Since he never owned a football team he will probably fail as even in a dollar implosion interest rates will skyrocket and housing has become as much a financial based asset as a tangible hard asset.
