I wondered the same. The answer of course, is he is obliquely saying, "get rid of the Unions." The Governors all know this, and dance the same dance. Nobody wants to "bell the cat."

wonder why bill gates didn't address poor qualifications of teachers...

I noticed he mentioned preparing kids for work and college but made no mention of preparing them for citizenship. I had a lunch conversation the other day about the numbers of people in this country who have no appreciation for the founding principles. I realize that Gates's focus is elsewhere, but citizenship is important, too.
