In the early 1930s, no country in Europe had the capacity to fight a major war. Neither did the United States. Did that help prevent one? Dope, you can't avoid war by leaving yourself incapable of, or unwilling to, fight one.

If we continue to start wars though Bush will have to eat into the tax cut for the wealthy plan because he will have already decimated social programs. That's one thing he can't do and still sleep at night.

One of the reasons Rummy was looking for a 'high tech' military instead of abiding by the Powell doctrine of overwhelming force was probably to accomplish the Neocon dream of toppling one country's government after another. If we have 500,000 troops stuck in Iraq, we can't accomplish that domino effect.

Now that the insurgents have piled on in Iraq and stymied that plan, they're finally giving in and NEGOTIATING WITH TERRORISTS. That would clear the field for moving on to Syria.

The government was the only power strong enough to check the neocon business interests. They wan't to emasculate that power so that they may reign supreme.
