Not true. You can buy puts, calls and sell/write puts and covered calls. At least that is what my brokerage allows in my IRA.

Options in IRAs -

Fidelity lets me buy puts and calls in my IRA.

Some of the Options oriented brokers will allow more complex strategies in IRAs - spreads, etc.

401 ks are different.

If your broker won't let you trade options....you have options.
