As a population ages (has a larger percentage of older people) it's life expectancy rises for the same reason your life expectancy is higher when you are 50 than it was when you were born. Not because anything material has changed in your life but because others that were expected to die at various ages at the time when you were born have taken your place in the death statistics. On average, with all things being equal, a country with a younger population will have a lower life expectancy than one with an older population.
