Loose fit terrorist organizations can kill citizens any day in Iraq or anywhere but their ability to work in consort and unison to produce something on scales of 911 may be is history, as far they are on the run and are kept in hiding in deep caves with bounty on their heads these organizations will remain indefinable, and their abilities greatly reduced, against an unseen ideological enemy this can be the only strategy, to reason out,appease them or bring them on the table is out of question.
