Yes, that is what Israel has been doing these last 4 years. But consider - Europe is Israel's biggest trading partner, Israel cannot afford to become a complete pariah. So the genius of the Arab campaign was when they switched the PR image from 5 million Israelis surrounded by 300 million Arabs, to Israeli soldiers in a tank against a poor Palestinian boy throwing rocks. This genius move was enough for Europe to say, see, it's not your survival, you are oppressing the poor innocent Palestinians (the Pals call it "genocide" and major Euro figures have no problem with using the word), you have no right to fight against the suicide bombers, see how desperate they are?

So Israel fought anyway, since it had to, but it had a very rough time against the Pal shoot'n'whine campaign. And it basically put strong military moves off the table. Consider how any other country on earth would have reacted to this campaign of suicide bombers.
