Well what exactly is your proposal?

The US should tell Syria that if they elect their local school board we will buy 20% of the books? If Burma's trash collectors are allowed to unionize, the US will buy them new trucks? If Cambodia allows local townships to vote in mayors every three years in free and fair elections, the US will allocate interest free loans for construction of superior town halls??

It's amusing, but what the hey?!?!
