In Saudi Arabia... the attacks are against foreigners usually, but sometimes they attack the House of Saud, seen as collaborators with the west.

In Iraq...the insurgents are primarily Sunni...who are largely secular in custom today...and they attack the Shia who are more religious muslims. But largely it's part of a power struggle. The old guard vs the newly elected majority.
