WASHINGTON, March 1 (Reuters) - Federal Reserve Board Governor Edward Gramlich said on Tuesday that while private Social Security accounts were a "fine idea," they should complement rather than supersede the retirement safety net.

"I think there's a huge difference between individual accounts that are a complement to Social Security -- known as add-on individual accounts -- and individual accounts that are carved out of the present Social Security system," Gramlich said during a panel discussion at the Urban Institute.

"I am quite nervous about carve-out individual accounts as proposed by the President (George W. Bush)," he said.
