I think the intent of the administration is: 1. diminishing funding for social security so pressure will increase to cut benefits (Grover Norquist's "drowning it in the bathtub") 2. Risk sharing. passing risk on to individual that the government now carries. If the accounts go down, tough luck. Same as the Enron investors.

It doesn't hurt that large financial companies stand to make big bucks.
