Phil > it seems to me that the policy of the USA is to integrate whoever comes across the border, no questions asked

I am unaware whether the same administrative difficulties exist in the US as in SA but, in SA, there are so many illegal ways that aliens can obtain official documentation and credentials that it makes any statement, that the government is doing its best to stop illegal immigration, completely ludicrous. It seems every government official in the department which issues ID documentation can be bribed. Furthermore, every local official and tribal chief is apparently ready to be bribed in order to write an "official" letter that the alien is, in fact, a member of his tribe. And if this wasn't enough, there are any number of indigenous people who are prepared to swear an affidavit, for a meager price of course, that the alien is, in fact, a member of their family and that they did not register him at birth.

Indeed, it seems to me that there are so many different ways that an illegal alein can obtain official South African identity that it's simply a matter of having to choose the way that best suits his pocket.

Phil > From what little I have been able to glean way up north here, it seems to me that the policy of the USA is to integrate whoever comes across the border, no questions asked.

But definitely not north of it. This video of two of the most humble and endearing Americans will surely make you wish Canada would integrate with the US.
