Ted, When a world audit of democracies was done, most South American countries ended up in the two last divisions: Given that these are the largest divisions, and just about all of the third world is there, what's so surprising. After a quick scan, they have 3 countries in #1 group, and 3 countries in #4 group, teh rest in the middle, they are about average. And, BTW, the 3 countries in the #4 group are run by your heroes: Castro, Chavez and Aristide. Oh wait, Haitian just kicked Aristide out again. BTW, it would not surprise me if the congressman you voted for is a buddy of the worst thugs on the continent. After all, he is a buddy of Saddam (which you apparently approve of). Joe
