Not by the Administration. They've got nearly everyone believing it's all about frivolous lawsuits. The Administration doing something meaningful is about as likely as Bush addressing the families of people who died due to medical error and scolding them for filing frivolous lawsuits.

Johns Hopkins is starting a pilot demonstration program with a donation of $50M from Blue Cross Blue Shield to convert three localities to electronic medical records.
