I think one wonderful side effect of this whole SS thing is that bringing it up is hilighting how regressive the FICA tax IS.
This is a tax we apply ONLY to the lower wage earners in our society. Until this debate, most Americans were unaware SS HAD a cap. Their salaries had never exceeded the cap, so they had never seen or felt the reality of it on their paychecks.

Look at your paycheck. Add the FICA number to your salary. Now you know how a guy making 180k feels every July through January.

I think the tax should have a floor (not for benefits, only for payment), set right where we rank citizens as "poor", no ceiling at all and means testing for recipients of benefits. Do those things, then see how the numbers work and go from there.
