I've always contended OBL had no presumption those towers would come down. He may have said "uh oh I'm in deep poop now" when they did. Laden had not the brains in the outfit anyway, Ayman Al Zawahiri does IMO.
The more important thought I have is that Bush & Co. knew we were going to be hit somewhere, and they also did not realize it's extent would be so catastrophic.
I hope I am wrong there, just so many factoids coming to surface.
