I think the Japanese have something like this already, but it was sold under the guise of "environmental conservation". If I remember correctly, it actually costs more to register your car as it ages. In the 90's there was a huge industry in Japan to export 3 or 4 year old cars to the Asian market. It was great idea for driving new car sales in Japan.

This was about a decade ago, so things may be different now. I'm prepared to stand corrected <g>
