Um. I somewhat regret stumbling into this discussion, and will probably regret injecting a note into it even more, but you seem to be putting a pretty ironic spin on "clarity and meaning" here. If you run through onelook.com , you see that "family planning" is pretty universally considered more or less a synonym for birth control. It is perhaps a euphemistic term, but offhand I'd say that has more to do with coming from an era where euphemism was obligatory on sexual matters. It seems almost quaint in this day and age. Somebody seems pretty intent on making it sound sinister though:

You don't go to home 'plate' to eat dinner. 'Family Planning' is code speak for helping people who want to be sexually active or even promiscuous with out the risk of 'being in a family way.' The term 'Family Planning' is associated with particular goals that are incompatible with planning things for your family to do.

I was attempting to point out that the term ‘family planning’ was co-opted by the left decades ago as a consumer friendly term that is mostly used to describe services that are intended to stop one from producing unwanted family members and to help one engage in sexual promiscuity while minimizing the risks.


"co-opted by the left"? It sure looks like somebody has an axe to grind here. "Clarity and Meaning", indeed, presumably in some "moral clarity" sense or other.
