The answer, of course, is a consumption tax replacing all other taxes, and constitutionally-limited to 5%.

Government LIVES with it, and Congress is TERM LIMITED to guarantee compliance.

The calculation is easy: A tax return is filed showing total income, and documenting any of it that was SAVED (i.e, is still in the citizen's possession.)

The difference ("Amount Pissed Away", or APA on the tax return.) is assessed at 5%.

What was YOUR APA last year?"...

"I saw someone last night (forgot who) on t/v mention a sales tax rate of 23%, that to me seems excessive. Their had better be a LOT of exemptions for a rate like that to not stifle living standards."

They might have been factoring in exemptions for food and medical care... but, if one plans on replacing federal income taxes with consumption tax, that probably a number pretty close to what would be required.
