Amy your question is loaded with bias and not an accurate question about what is being done. What you should ask is

"Do you think it is ok to give every military serviceman that completes 20 years of service the end of service pension that was promised to them when they signed up?"

The person's good health after the 20 years of service should not preclude them from receiving their retirement package.

And whether the person starts their service at age 18, 28 or 38 their 20 years of service is just as deserving of a "retirement" package. In the case of the 18 year old that leaves the service at age 38 you should probably more accurately call it an end of service package, since he probably isn't retiring, he is probably going to open a dive shop, a McDonalds franchise or even go to business school and work at KPMG. Most 38 year olds don't retire.

And what they do with the package (whether they decide to sit around at home or go find the cure for AIDS) also should not preclude them from receiving the package.
