The motivation is to just run the risk of not carrying it. And it promotes payroll tax noncompliance, since it is based on payroll.

Exactly! I know many small farms that do just that. But both my wife and I have good outside jobs and assets, so I can't risk it. Coupled with that fact that most farm labor is illegal anyway. Its a mess!

the racket is with the carriers....and politicians....

Arizona got sued for taking monies that were earmarked for Work Comp and put them in to a GENERAL FUND. Same thing happened in Texas. And same thing is happening in Calfornia as we speak.
