Well, you can argue about what is "reasonable", but I personally think they're reasonable given the work that is done. But that's not to say it is "cheap". Combined, the two companies generate about $10 billion a year in revenue. ADP has about 350K customers generating 8 billion in revenue, so that's about $23,000/year/customer on average. But they have many business customers other than payroll services.

At any rate, I would say a typical small business customer spends in the area of $300-500/month for these services. I wouldn't begrudge them this money, and when I was a practicing CPA I frequently referred clients to ADP.
