They have in the past. But the recent outputs are mind-boggling. During the Taliban regime, the output came dowm from 3,328 tonnes to 188 tonnes in one year.

But by 2002, the opium farmers were back in business, big time:

And last year, the State Department warned of a further 50 to 100 percent increase in crop output :

So, if you think Karzai is not just the puppet mayor of Kabul, then you must also say that he is responsible for this "bonanza". But if you think he is not responsible for this bumper opium output, then you must say that he is just a figurehead sitting in a mansion in Kabul. You take your pick!
