I expect our troops to give a warning before firing. They are supposed to signal with their hands to move away and then fire a warning shot (understandably there are exceptions... when they judge the enemy to be taking a bead on them, for example). And, if I were an Iraqi, I think I should consider the 'warning bombs' that have been dropped over the past year of so to be sufficient cause to stay out of range. ... but then I am not an Iraqi, so I'll leave it to them to work things out.
