I have found Greenspan's actions since 1998 to be wholly inexplicable. You can always come up with several plausible explanations for his current actions but there's no consistency to it.

A wise person once told me that if you can't understand something, its most likely because you don't know all of the information.

Maybe Greenspan knows things I don't, which is likely. Or maybe he's just making stuff up as he goes along, which uncomfortably seems to be equally probable.
