I think it's important to actually articulate federalism as a motive in order to get Brownie points for being a federalist.

Kind of like playing pool where you have to call the pocket to get credit when the ball goes in...

Personally, I figure any move in that direction is a good move even if the folks doing it don't even know what to call it. Federalism is barely on life support--Bush has all but put the nail in the coffin--so I don't think we can afford to be picky.

Part of the problem may be with the name.

Yes, I agree. I remember being in a discussion of federalism vs. states rights. It was at the US Embassy in Mexico in 1963. I thought that federalism was centralization and I was arguing for it as being more efficient. I guess my education in US history was lacking. I came to appreciate federalism, the kind you have in mind, rather late in life.
