That's not a definition. That is an estimate of its scale. Even if pork really was half the defense budget (and if you define it that freely there would probably be hundreds of billions, maybe over a trillion, dollars of non-defense pork) you would have to define it before you could begin to even make an attempt to cut it.

Okay. The definition of pork is anything superfluous, redundant, and costs 25% more than if bought retail. How's that?
