Yes. In Germany, you as counted as unemployed if you are, well, unemployed. Here you have to be actively seeking work. Which is why that last month(I think), despite decent job growth the unemployment rate actually went up. People who stopped seeking jobs thought they might have a shot...

Even so, Germany does have a higher real rate than we do.
