I think it works in the other direction: the only way you can get lower rates is to eliminate *most* of the deductions (deductions for home mortgage and charitable contributions are not at risk however).

I tend to disagree with that accessment... but the most important point is that *ALL* income should be taxed at the same rate (or, two rates if something like the CATO dual rate plan is ever approved). No more special interest favors, special tax perks for the favored few, national industrial policy.
