The concept of democracy was a pretty old one in Germany 1949. Some of the German leading towns had a "citizenship" centuries ago, where voting was institutional. It was not complete - did the black and the women vote in America around 1800?- but the core idea was present.


So are you trying to say that the you DIDN'T guffaw at that guffaw-inducing spectacle, elections under occupation, in Germany, but you DID guffaw at them in Japan? That also being a country with zero history of democracy.
