JF, Humm... my perception is that Clinton was fairly serious, considering how the threat was perceived at the time.

Once again, it's in relative terms. The public was largely ignorant of the threat that Al Qaeda posed, so any effort by Clinton can be considered "serious" by comparison.

However, in absolute terms, Bush is far more serious in getting Al Qaeda than Clinton ever was. Of course, any president after 9/11 would be.

As far as I recall, the Clinton admin was indeed working hard on nailing OBL and his folks by amassing hard evidence of all kind including video taping them. All of that for the purpose of taking them to court and hopefully locking them up...
