Lead in paint was the standard for decades in the U.S. Older housing stock which hasn't been maintained either properly or recently is prone to weathering of this very old paint. This weathering allows some lead to be abraded or otherwise volatized as lead oxide. And then the hapless tenants breath it in. Individual cases have been noted where children who suffer from malnurishment, or perhaps mere curiosity, end up ingesting paint flakes and take up the lead through the alimentary canal.
