The short answer is that democracy can be nowhere imposed if the people don't want it. But it can sure enough be prevented by a police state, and made possible by the removal of that police state. The kind of humanism that deplores only "aggressive colonial wars" but is perfectly fine with a police state that rules by massacres and mass graves is quite foreign to me, and I hope will remain so.
