I think some on the right believe it IS code, because they believe those on the left don't really support the troops, but are using the phrase to fool the right and <nudge,nudge> their fellows.

I spoke to this earlier and it's a technical point. I don't think it can be code because code is an offensive tactic designed to sugar coat. The left is using it strictly for defense against the implications of the right that they are unpatriotic if they don't salute the CIC's designs.

It seems to me that there are some among the loony left who actually want to see a lot of casualties. It cannot be said that they support the troops and I have not heard them suggest otherwise. I think the people who claim it as a defense sincerely deplore casualties.

I think that an argument can be made that those who did not want that war are more pained by the casualties than those who did given that the former think that the sacrifices are wasted and the latter consider the sacrifices a contribution to something worthwhile.

Sometimes, it seems like what seems to be code to some is simply the way it is to others...

In the non-technical sense, I would agree with that.
