disband the civil organizations that provide law and order In Iraq, those "civil organizations" were controlled by the Mob, aka the Baathist government. They maintained "law and order" by keeping a government monopoly on extortion, kidnapping and murder and mayhem generally. Now that they have been removed from power, they are keeping up their old tricks, i.e. massacreing men, women and children, from outside of government. Are you seriously trying to tell us that it was better for Iraq when these criminals ran the government?
