if this continues for years and decades,

and the "leader" refuses all outside diplomatic pressures for reform,

then the world is better off (in my never humble opinion) if this "leader" gets "regime changed".

Only if in concert with a world body.... and ... after it is clear that there is no other alternative... and ... after the motive for his removal has been described truthfully. You would find that the war in Iraq doesn't meet any of these tests.
