Sure. And over time, something could develop. But you can't have even a weak democracy without a secular society. You might be able to pull it off if everyone is of the same variant of the same religion, but even that is doubtful. Because there will always be the fear that if the "others" get in power they will decree their own brand of what ever as the the new standard and force everyone to commit heresy.

As a result, at a minimum, the ME has to move away from the iron grip that Islam holds most of those countries. And that is going to take a minimum of a generation, for much the same reasons that Yahweh had the Jews wandering in the desert for that length of time. The closest to a functional democracy in that area is Turkey, and that is only because they had Kemal Ataturk. It is unlikely that the others will be so lucky.
