Tell that to Spain. Tell that to Iraq, where the primary operation is al Qaeda Iraq, that report to bin Laden.

At the point in time of 9/11, al Qaeda was responsible for over 90% of world terrorism. His organization essentially was international terrorism. We had the majority of the leadership in one place at one time. We had an opportunity to take them out, to avenge the 9/11 victims, to send a message of justice and retribution to other would be terrorists. And we chose to divert our resources to Iraq.
