You misunderstand what I said.

I am not referring to unethical or illegal behaviour.

Analysts are not obligated to put out a new report every single time their opinion changes a little bit. If an analyst is more or less confident in his numbers, he wouldn't necessarily be motivated to change the numbers in print, but he still could sound more confident when he relayed his thoughts to investors.
