They cost more to produce, because they aren't building enough of them. Manufacturing principles are the same everywhere. Economies of scale allow you to bring costs down. Toyota knows this better than most. I think they just flatly underestimated demand and are working feverishly to make up for it. We'll see prices come down $3-4K within a year or two years max.

Also, I do know that hybrids cost more to produce, but that is because the technology is somewhat new. That too will come down. When they can start selling a hybrid the size of a Prius for $16K, you will see mass adoption. Everyone will buy one, because it will be a no-brainer economically.
